This page only adds the CCS layer: who can administer it, what 2026 hours mean for occupancy, and why the furniture schedule still has to sit beside the builder quote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Confirm current eligibility on the <a href=\"https:\/\/www.education.gov.au\/early-childhood\/providers\/howto\/approval\/check-your-eligibility-administer-ccs\" target=\"_blank\" rel=\"noopener noreferrer\">Department of Education CCS eligibility page<\/a>. This article is planning guidance, not legal, tax or CCS-software advice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"who-the-department-will-approve-to-administer-ccs\">Who the Department Will Approve to Administer CCS<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.education.gov.au\/early-childhood\/providers\/howto\/approval\/check-your-eligibility-administer-ccs\" target=\"_blank\" rel=\"noopener noreferrer\">Education<\/a> will only approve a provider that meets Family Assistance Law provider rules, will deliver safe care, and will operate at least one service that meets the service eligibility rules.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li><strong>National Law first.<\/strong> You must hold a National Law approval or licence in the state or territory where each service will operate.<\/li>\n\n\n<li><strong>A legal entity, not a trust.<\/strong> Sole trader, partnership, company, co-operative, government body, local council, Indigenous corporation, or an incorporated\/unincorporated body can apply. A trust cannot. The trustee company applies on behalf of the trust.<\/li>\n\n\n<li><strong>A valid ABN<\/strong> from the <a href=\"https:\/\/www.abr.gov.au\/\" target=\"_blank\" rel=\"noopener noreferrer\">Australian Business Register<\/a>, used to create the organisation in PRODA.<\/li>\n\n\n<li><strong>A bank account in the provider\u2019s name<\/strong> for CCS deposits.<\/li>\n\n\n<li><strong>Fit-and-proper persons<\/strong> with management or control, plus persons responsible for day-to-day operations, including background checks.<\/li>\n\n\n<li><strong>Financial viability evidence<\/strong> if you will operate 25 or more services.<\/li>\n\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"approved-ccs-service-types\">Approved CCS service types<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">CCS is for services that primarily provide child care. The four approved types are Centre Based Day Care, Outside School Hours Care, Family Day Care and In Home Care. National Law does not split CBDC and OSHC the same way CCS does. When you apply, you nominate the main CCS service type even if you mix programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Education lists care that is <strong>not<\/strong> CCS-eligible, including informal babysitting, activity instruction, disability or early-intervention programs as the primary purpose, playgroups where the parent remains responsible, short-term care at a gym, and a service that primarily provides preschool\/kindergarten in the year two years before Year 1. A licensed preschool can still fail CCS approval if it is not primarily an approved care type.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"minimum-operating-weeks\">Minimum operating weeks<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Centre Based Day Care and Family Day Care must operate at least <strong>48 weeks<\/strong> per year. OSHC must operate at least <strong>7 weeks<\/strong>. There is no separate minimum hours-per-day rule in that test. CBDC must primarily care for children who do not attend school. Ask Education before you assume a short calendar still qualifies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"proda-nqa-its-pep-and-the-statement-of-tax-record\">PRODA, NQA ITS, PEP and the Statement of Tax Record<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.servicesaustralia.gov.au\/proda-provider-digital-access?context=60075\" target=\"_blank\" rel=\"noopener noreferrer\">PRODA<\/a> is the identity layer. Persons with management or control create an individual account, get a Registration Authority number, register the organisation against the ABN, and link the Child Care Subsidy System. Staff who will use the system need their own PRODA accounts.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n\n<li>Create PRODA accounts and register the organisation.<\/li>\n\n\n<li>Lodge National Law provider and service applications (typically through the NQA IT System).<\/li>\n\n\n<li>Request a <a href=\"https:\/\/www.education.gov.au\/early-childhood\/providers\/howto\/who-can-administer\/fit-and-proper\/statement-tax-record-child-care-subsidy\" target=\"_blank\" rel=\"noopener noreferrer\">Statement of Tax Record<\/a> from the ATO. From 1 April 2025, new CCS applicants must attach an STR issued no more than 30 days before the CCS application.<\/li>\n\n\n<li>Lodge the CCS approval application. CCS is determined after National Law approval.<\/li>\n\n\n<li>After approval, run enrolments and session reports in the <a href=\"https:\/\/www.education.gov.au\/early-childhood\/providers\/howto\/child-care-subsidy-system\" target=\"_blank\" rel=\"noopener noreferrer\">Provider Entry Point<\/a> or approved third-party software.<\/li>\n\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The ATO explains the STR process on its <a href=\"https:\/\/www.ato.gov.au\/businesses-and-organisations\/business-bulletins-newsroom\/new-requirements-for-child-care-subsidy-providers-from-1-april\" target=\"_blank\" rel=\"noopener noreferrer\">CCS provider bulletin<\/a>. Education\u2019s fit-and-proper assessment uses the STR to see that you engage with the tax system. An STR that is older than 30 days at lodgement is the wrong document. You enter a Complying Written Arrangement with the family, submit an enrolment notice in the CCS System, and the family confirms it. Until that loop closes, you are collecting full fees or carrying debt.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Issue a CWA with the person who is liable for fees.<\/li>\n\n\n<li>Submit the enrolment notice with the right claimant and child details so Centrelink can link it.<\/li>\n\n\n<li>Let families confirm enrolment in their Centrelink online account. That step is theirs, not yours to complete in myGov.<\/li>\n\n\n<li>Report sessions of care. Wrong claim steps on a furniture blog waste parent traffic and do not create a classroom order.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-the-2026-3-day-guarantee-changes-for-operators\">What the 2026 3 Day Guarantee Changes for Operators<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From <strong>5 January 2026<\/strong>, CCS-eligible families can get at least <strong>72 subsidised hours per fortnight<\/strong>. Families can get <strong>100 hours<\/strong> where participation is above 48 hours a fortnight, the child is Aboriginal and\/or Torres Strait Islander, an exemption or exceptional circumstance applies, or specified Additional Child Care Subsidy payments apply. Existing CCS families moved onto 72 or 100 hours automatically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Source: <a href=\"https:\/\/www.education.gov.au\/early-childhood\/providers\/child-care-subsidy\" target=\"_blank\" rel=\"noopener noreferrer\">Child Care Subsidy for providers<\/a>. For a new centre this is an occupancy story, not a capex story. More subsidised hours can fill rooms faster. They do not buy cots, cubbies or a kitchen. You still need working capital until enrolments confirm and session reports pay.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"2026-27-hourly-rate-caps-fee-context-only\">2026\u201327 hourly rate caps (fee context only)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The government does not set your fees. The CCS percentage applies to the lower of your hourly fee and the hourly rate cap. Caps change. If you price far above the cap, families feel the gap even when their CCS percentage looks high. That is a fee-design problem, not a furniture discount.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ccs-does-not-pay-for-rooms-budget-furniture-anyway\">CCS Does Not Pay for Rooms. Budget Furniture Anyway.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Operators who treat CCS as a construction loan stall twice: once when the builder invoice arrives, and once when the assessment visit walks into an empty room. <a href=\"https:\/\/www.acecqa.gov.au\/nqf\/national-quality-standard\/quality-area-3-physical-environment\" target=\"_blank\" rel=\"noopener noreferrer\">NQS Quality Area 3<\/a> still asks whether the physical environment is fit for purpose. Families still tour storage, child-height tables and sightlines.
