What the Letters Actually Mean
- EN71. European toy safety (mechanical, flammability, chemicals depending on the part). Toys — not a birch table by default.
- ASTM F963. U.S. toy standard. Mandatory for children’s toys, not for ordinary furniture.
- CE. A manufacturer’s EU declaration for in-scope products. A CE jpeg on a cubby brochure is often theatre.
- ISO 9001. The factory’s management system. Useful. Not a product test.
- GREENGUARD / FSC / CARB. Separate claims. Only where that SKU is documented.

- Look up the laboratory’s name yourself. Do not use the hyperlink inside the PDF as the only proof.
- Ask the lab, if you are the client of record, whether report number X exists for model Y. A supplier who forbids that question is the answer.
- Compare millimetres and finish on the report to the drawing you are about to freeze.
- Confirm the standard version is the one your market currently accepts — F963-23 for U.S. toys after 20 April 2024, not a cover that just says ASTM.
- Who should even be quoting you lives on the suppliers guide. A pretty PDF does not replace that.

How do I verify an ASTM or EN71 certificate from a China factory?
West Shore Furniture reads six lines: the SKU, the standard and version, the lab name, the date, the sample identification, and who requested the test. Then check the lab is a real accredited laboratory. A cover page that says ASTM with no model number is a brochure. Do not freeze a drawing on a cousin’s PDF.
Is a factory ISO certificate the same as ASTM F963?
No. ISO 9001 is a quality-management system. ASTM F963 is a toy standard. EN71 is a toy standard. A cubby does not become a toy because the factory has ISO. West Shore files the right paper on the right SKU — or writes that the line is out of that standard’s scope.
What if the report is for a similar chair?
Similar is not the SKU. Coatings, hardware and dimensions change the test. Ask for the report that names this model, or budget a test on this model. Do not ship on a cousin’s PDF. A 20 mm shorter leg is a different chair.
Does a valid EN71 report mean the furniture is legal in the U.S.?
No. EN71 is European toy law. U.S. toys cite ASTM F963 / 16 CFR 1250. U.S. furniture follows the CPSC map, not an EN71 stamp. Keep the markets separate on the PO. West Shore will not file an EN71 cubby report as a U.S. CPC.
Can I trust a QR code on the PDF?
A QR that opens the factory’s own site proves nothing. Look up the laboratory independently. If the lab cannot confirm the report number, stop. How you then source is a commercial decision, not a workaround.
When should I walk away?
When the supplier will not name the SKU on the report, sends a photo of a certificate with the model blurred, or offers to “put any standard you want on the invoice.” That is not a documentation gap. That is the answer. West Shore will not start a 30–45 day clock on a blurred stamp.
