Childcare fit-out cost Sydney is not one number. A light upgrade of a leased 4-room shell is often $60,000–$200,000+ AUD. A full conversion of an existing tenancy is commonly planned at $1,800–$4,000+ per square metre for internal works. Purpose-built construction is a different budget again. Indoor furniture for those four rooms is usually $45,000–$85,000 AUD and should stay off the builder’s rate.

Do not let the builder’s $/m² swallow the furniture budget.
Freeze works type, indoor GFA, room ages and opening date. Price construction with your builder. Price tables, chairs, storage and cubbies as a separate FF&E schedule so a Sydney opening still has 10–14 weeks for factory-direct supply.
Three different jobs. Do not mix them. Loose furniture, outdoor play structures, GST and working capital sit outside the works figure unless the quote says otherwise.

Why Sydney Has Three Fit-Out Cost Bands
The national childcare startup cost Australia Hub quotes $60,000–$200,000+ for a leased-shell, 4-room LDC fit-out. That band is still useful in Greater Sydney when the tenancy already has usable wet areas, power and a plausible outdoor space. It is the wrong band once you are rebuilding services, changing use, or constructing a new Class 9b building.

A 420 m² conversion at $2,500/m² is about $1.05 million of works. The same four rooms of tables, chairs and storage are still a $45,000–$85,000 furniture line. Mixing those two figures is how Sydney projects look cheap on a spreadsheet and then stall before opening.

What a Sydney Childcare Fit-Out Includes
A childcare fit-out converts a tenancy or new building into a certifiable education and care environment. It is not an office refresh with smaller chairs. Rooms must work for children, educators, families, cleaners and emergency egress on the same day.
- Secure entry, reception and controlled visitor access.
- Age-based activity rooms with supervision sightlines.
- Child-height toilets, basins and hygiene rooms.
- Kitchen or bottle-prep with restricted child access.
- Staff, admin and laundry space required under the National Regulations.
- Acoustic, mechanical, electrical, data and fire services.
- Outdoor play, shade, fencing and drainage where the site allows it.
- Certification, occupation and handover records.
National Regulations set unencumbered indoor space at 3.25 m² per child and outdoor space at 7 m² per child for centre-based services. NQS Quality Area 3 then asks whether the finished rooms are fit for purpose. Gross floor area is not licensed capacity.

Sydney Cost Drivers That Move You Between Bands
Site and neighbours
Inner and eastern Sydney sites often pay for acoustic treatment, constrained drop-off, heritage fabric and limited outdoor area. Western Sydney greenfield sites can look cheaper per square metre and still spend heavily on civil works, parking and shade. Test the outdoor 7 m² before you sign the lease—indoor rooms cannot rescue a site that will not licence.
Change of use and fire
An existing occupation certificate does not automatically cover a centre-based childcare use. Early childhood centres are typically Class 9b under the National Construction Code. Multi-storey buildings, fire isolation, sprinklers and egress can move a “simple fit-out” into the conversion band overnight. A registered certifier should say so before the rent starts.
Wet services and mechanical
Child toilets, basins, laundry and a kitchen drive drainage and waterproofing. Occupancy, fresh-air rates and kitchen exhaust often need new mechanical plant. These packages—not the paint colour—explain why two 400 m² tenancies in the same LGA quote so far apart.

NSW planning for centre-based child care sits under the Transport and Infrastructure SEPP and the Child Care Planning Guideline. Councils must consider the Guideline on a development application. A planner should confirm whether your site needs a DA, can use complying development, or has another pathway. Do not treat CDC as the default in metro Sydney.

Service approval is a separate application. The NSW Early Learning Commission assesses provider history, the premises and a pre-approval visit. Allow around 90 days. ACECQA publishes the national framework; NSW issues the local operating approval.
A practical Sydney sequence is: test-fit the tenancy against 3.25 m² / 7 m² → freeze room ages → lodge planning → document the works → order furniture when the layout is stable → commission → service approval visit. Furniture ordered after the last layout change is what still hits opening.
Keep Furniture Off the Builder Quote
Fixed joinery (nappy benches, kitchen, bag lockers built to the wall) belongs with the contractor. Loose furniture does not. If tables, chairs and open shelves sit inside a $2,800/m² builder rate, you lose the ability to compare a factory-direct package with local retail, and you usually pay joinery margins on items that should arrive in a container.

On a suitable multi-room order, factory-direct buyers may target roughly 30–50% landed savings against comparable local retail or custom supply. That is a planning range, not a promise: finishes, freight, volume and the local comparison specification decide the result. Assume an 80-place LDC, four classrooms, 420 m² indoor GFA, a plausible outdoor area, and an existing commercial tenancy that needs a full conversion rather than a paint-and-flooring refresh.

The furniture lines are a small share of a conversion and a large share of what families see on a tour. Cutting them to “save the project” is how rooms fail NQS Quality Area 3 on storage and supervision even when the builder handed over on time.

Five Expensive Sydney Fit-Out Mistakes
- Using the Hub $60k–$200k number on a full conversion. That band is a light leased-shell upgrade.
- Signing a lease before the 7 m² outdoor test. Inner-metro sites fail here more often than on indoor GFA.
- Folding tables and chairs into the builder’s $/m². You cannot then compare factory-direct supply.
- Ordering furniture before the layout freeze. Chair counts change when the certifier moves a wall.
- Starting service approval after the last builder invoice. The 90-day clock is separate from construction.
